3426. To ask the Minister for Education and Skills to provide detailed information on the acceptance criteria, processes for assessment and any other pertinent information of the Government of Ireland International Education Scholarships with respect to applications from students from Palestine; and if he will make a statement on the matter. The main eligibility criteria for the Government of Ireland International Scholarship programme include:

1) Having a domiciliary of origin outside the EU/EEA, Switzerland and the United Kingdom.

2) Having received an offer of a place as an international, fee-paying student in a full-time, in-person course at an eligible Irish higher education institution for either:

a. a taught master’s degree programme.

b. a postgraduate diploma at NFQ level 9.

c. a research programme (i.e. research master’s or PhD).

3) Not having previously held a GOI-IES scholarship.

Shortlisted applications are then assessed on the basis of academic qualifications, achievements, work experience and a submitted personal statement.

There are no specific criteria for Palestinian students. Three Palestinian applicants were successful in the 2025 cycle.
