To ask the Minister for Education and Skills the details of the capital funding programmes or grants which his Department or any body under his aegis has responsibility, for which sporting organisations are eligible to apply for; the details of any funding programme or grant that is currently open or the date when a subsequent prospective funding programme or grant is scheduled to be opened for which a sporting organisation is eligible to apply for, in tabular form; and if he will make a statement on the matter. I propose to take Questions Nos. 3403 and 3404 together.

My Department works in collaboration with Higher Education Institutions and Education and Training Boards, through the Higher Education Authority and SOLAS, on the development of capital projects in line with their established masterplans and Departmental and Government priorities.

Capital funding programmes within my Department are allocated to support capital development in higher education, further education and training, and research. These programmes are available to eligible institutions only. Capital funding within my Department is not voted for the purpose of supporting external bodies such as community organisations or sporting organisations. Funding such organisations capital development needs falls outside the remit of my Department, and no capital programmes or grants are currently open to external organisations.

The purpose of the Fund for Students with Disabilities (FSD) is to provide funding to higher and further education institutions to assist them in offering supports and services to eligible students with disabilities so that they can participate on an equal basis with their peers.

The FSD for higher education institutions is managed by the Higher Education Authority (HEA) on behalf of the Department. The information in the tables below reflects that the FSD changed from an academic year allocation to a calendar year allocation in 2019 on the recommendation of the Review of the Fund for Students with a Disability published in October 2017.

The Fund for Students with Disabilities in Further Education and Training (FET) is a key funding source for students with disabilities on Post-Leaving Certificate courses. It ensures eligible students have the necessary help and equipment to participate on an equal basis with other students. In 2020, SOLAS assumed responsibility for the management of the Fund in FET. An average of €5 million is allocated to the Fund every year. Decisions associated with the Fund are with the college, taking account of the student’s preferences. The relevant information, as requested by the Deputy, is available in the SOLAS Annual Reports and individual Education and Training Board (ETB) Financial Statements for those years.
