3133. To ask the Minister for Health her Department’s engagement with EU counterparts on cross-Border healthcare cooperation; whether improvements are planned to the EU Cross-Border Directive scheme for Irish patients; and if she will make a statement on the matter. [43375/25]

My Department, like all EU countries, has on-going engagement with the European Commission regarding implementation of the EU Cross Border Directive and attends Cross-Border Healthcare Expert Group meetings, which brings together healthcare representatives from all EU countries to assist the European Commission with implementing the Directive. The HSE is responsible for the operation of the CBD and, under the terms of the Directive, there is a National Contact Point (NCP) in each Member State. The NCP for Ireland is located within the HSE's CBD office. NCPs facilitate the exchange of information and cooperate closely with each other and with the Commission.
Under Article 20 of the Directive (2011/24/EU ), the Commission shall every 5 years, draw up a report on the operation of this Directive and submit it to the European Parliament and to the Council. On the basis of these reports, the Commission shall, where appropriate, make proposals to alleviate any disproportionalities. The Most recent 2022 report sets out follow-up actions to enhance implementation of the Directive. Further information is available on the European Commission website: Overview - European Commission
Ireland is committed to cooperation with the Commission to improve the effective application of the directive for the benefit of patients.
