To ask the Minister for Health the status of the integrated financial management and procurement system for the entire health services; the timeline she is working towards in rolling this new system out; the locations this system will be deployed first; the date at which she expects this to be operational in HSE-run sites, section 38 hospitals and section 39 organisations; and if she will make a statement on the matter. IFMS is a single, integrated financial management system designed to improve financial reporting, expenditure analysis, and forecasting across the health sector. IFMS is part of the wider health service financial reform programme and utilises industry standard SAP products, configured to meet the needs of the organisation. IFMS is a key enabler of financial reform and transparency, and supports the objectives of Sláintecare and the broader digital health agenda.
As of July 2025, IFMS has been deployed to all statutory sites ie all sites directly-managed by the HSE - meaning over 80% of all health expenditure is now managed through IFMS.
Regarding Section 38 hospitals and Section 39 organisations, whilst the focus to date has mainly been on statutory sites, planning is now underway to extend IFMS to S38 and S39 sites, which will cover the majority of the remaining 20% of health expenditure. This will be subject to further engagement, resource planning, and alignment with broader digital transformation strategies.
