Waste Management

300. To ask the Minister for Environment, Community and Local Government his views on the creation of an urban waste management programme, acknowledging the acute waste management needs of dense residential areas; and if he will make a statement on the matter. [43723/25]

Under the Waste Management Act, local authorities are statutorily responsible for waste management planning within their functional areas. Under section 60(3) of the Waste Management Act 1996 the Minister for Climate, Energy and the Environment is precluded from exercising any power or control in relation to the performance by a local authority, in particular circumstances, of a statutory executive function vested in it.

The Regional Waste Management Planning Offices, operating on behalf of all local authorities, launched a new National Waste Management Plan in 2024 which sets out the required actions at local and regional levels to deliver on the various measures set out in a Waste Action Plan for a Circular Economy, Ireland’s National Waste Policy 2020-2025, and support Ireland's circular economy transition.

The Plan is underpinned with a comprehensive series of targets, policies, actions and a suite of key deliverables. Each of these Plan provisions has been devised to support achievement of the Plan ambition, respond to current and future challenges, and support the transition to a more circular economy which will have positive environmental impacts for rural and urban areas of the country alike.
