Tusla's proposed Integrated Reform Programme represents a transformational change programme, for the reform of Structure, Practice and Culture, in Tusla. A key target for the programme includes improvement of child protection services, through a Local Integrated Service Delivery Model, the proposed reform programme continues to be explored by my Department and Tusla.

In Budget 2025, Tusla received additional funding of €145m, an increased investment of 13% over Tusla's overall 2024 exchequer funding. This additional funding included measures such as funding for section 56 providers of family support services, expansion of the Family Resource Centre programme, and for supports to foster carers, such as improved mileage rate system, funding of foster care rate increase, and a double payment for foster carers at the end of 2024.

The annual Agency Statement for Tusla, published by the Department of Public Expenditure, as part of the Revised Estimates Volume (REV), gives an indicative breakdown of funding for Tusla for the current year. This is available on the DPENDR website here: .
