2082. To ask the Tánaiste and Minister for Justice and Equality if he is aware that a person born in Ireland after 2004 to non-Irish parents (one of whom is now a citizen) has to apply for citizenship to obtain a passport; if he can provide details of any supports that are in place to help with the financial cost of obtaining citizenship; and if he will make a statement on the matter. I can advise the Deputy that children who are born in Ireland after 1 January 2005 are automatically entitled to Irish Citizenship, if one of their parents are Irish or UK citizens, or if one of their parents has accumulated 3 years reckonable residence in the 4 years prior to their birth. When a child is not entitled to citizenship at birth, an application for naturalisation can be made on behalf of a child who is born in Ireland, or whose parent have become a naturalised Irish citizen, provided that the child has 3 years reckonable residency in the State.

All applications for a certificate of naturalisation are assessed individually in accordance with the provisions of the Irish Nationality and Citizenship Act 1956, as amended.

The fees to be paid by an applicant for a certificate of naturalisation are governed by the provisions of the Irish Nationality and Citizenship Regulations 2011 (S.I. No. 569 of 2011).

A reduced fee of €200 applies in the case of an application made on behalf of a minor.

All of the fees payable under the Irish Nationality and Citizenship Act 1956, as amended, are kept under ongoing review by my Department. There has been no increase in the fees for naturalisation applications since 2011 and there are no current plans for their amendment.
