2059. To ask the Tánaiste and Minister for Justice and Equality given that the Government considers conditions in Gaza to constitute a genocide, whether any senior official in his Department has been appointed to co-ordinate immigration permissions for Palestinians who might seek refuge in Ireland. I can advise the Deputy that in relation to persons seeking protection, there is no provision in national law for making applications while a person is outside the State. Under Section 15(1) of the International Protection Act 2015, a person who wishes to make a claim for international protection in Ireland must be at the frontier of the State or already be present in the State.

While the Government has approved a medical evacuation programme for up to 30 sick children from Gaza for treatment and care, following an appeal from the World Health Organisation, more general special arrangements are not in place.

In common with the position for all non-EU nationals, entry to the State by Palestinian nationals is subject to the existing legal immigration pathways. It is possible to apply for a visa and for permission to remain in Ireland based on a variety of different reasons, including employment, education or a family relationship.

Officials from across a number of teams deal with these applications as appropriate but I can assure the Deputy that my Department is very conscious of the importance of these requests and of the circumstances currently applying and that and such applications and their progress receive attention at a senior level on an ongoing basis.

To ask the Tánaiste and Minister for Justice and Equality if he will arrange for immigration service delivery to submit the document needed for a person (details supplied) to get their SUSI grant to start Royal College of Surgeons in Dublin; and if he will make a statement on the matter. I can advise the Deputy that my Department does not issue individual immigration permission letters to people who have an immigration permission in the State.

Any person who has an immigration permission must have an in date Irish Residence Permit (IRP) card, which can be presented and accepted as proof of entitlement to be in the State and the conditions attaching to that stay. An IRP card will display the type of immigration permission, represented by a Stamp number and the expiry date.

As an Oireachtas member, the Deputy can also request the status of individual immigration cases by e-mail, using the Oireachtas Mail facility at: IMoireachtasmail@justice.ie, which has been specifically established for this purpose. This service enables up to date information on such cases to be obtained without the need to seek information by way of the Parliamentary Question process.
