To ask the Minister for Employment Affairs and Social Protection the amount paid out as part of the Ukrainian response for non-accommodation costs, including car repairs and other items, under the discretionary needs payment; if the details can be outlined in tabular form; and if he will make a statement on the matter. Under the Supplementary Welfare Allowance scheme, my Department may make Additional Needs Payments to help meet essential expenses that a person cannot pay from their weekly income or other personal and household resources.
The main items eligible for assistance under the scheme include help with utility bills, repairs to or replacement of household appliances, clothing, child related items such as cots and prams, assistance with funerals or burial costs and travel. Entitlement only arises where a person can demonstrate that the expenditure is essential and that they have no means of funding the expenditure themselves.
In 2025, to the end of June, expenditure of over €29.6 million has been incurred on the Additional Needs Payments scheme. Of this, just over €327,000 was provided to Beneficiaries of Temporary Protection.
