I propose to take Questions Nos. 187, 189, 191, 192, 193, 194, 195 and 197 together.
The Warmer Homes Scheme aims to improve the energy efficiency and warmth of homes owned by people at risk of energy poverty by providing fully funded retrofits. The scheme is operated by the Sustainable Energy Authority of Ireland (SEAI) on behalf of my Department and is funded through carbon tax receipts and the European Regional Development Fund.
Last year saw a record spend of almost €230 million under the scheme. As reported by the SEAI, this resulted in 7,743 upgrades being provided to low-income households. This year’s budget includes an allocation of €280 million for the Warmer Homes Scheme.
The information sought is an operational matter for the SEAI, an agency under the aegis of my Department. It is suggested that the Deputy contact the SEAI directly in relation to this matter. The SEAI has established a specific email address for queries from Oireachtas members so that such queries can be addressed promptly and in line with the SEAI’s objective to deliver services to the highest standards. To ask the Minister for Environment, Community and Local Government to report on the participation of his officials in the Expert Group on Renewable and Low Carbon Fuels set up by the EU Commissions; the number of meetings that have taken place; how the discussions have informed policy; and if he will make a statement on the matter. My Department co-ordinates Ireland’s engagement with the Commission-led ‘Expert Group on Renewable and Low-Carbon Fuels’, which is an advisory group under the ‘Committee on the Sustainability of Biofuels, Bioliquids and Biomass fuels’ created by Article 34 of the revised Renewable Energy Directive (Directive (EU) 2018/2001) - RED II.
15 meetings have been held by this Expert Group to date.
The aim of the Expert Group is to contribute to the implementation of provisions set out in RED II. This is specifically related to renewable fuels, including:
•biofuels, bioliquids and biomass fuels;
•low and high Indirect Land Use Change (ILUC)–risk fuels;
•renewable liquid and gaseous transport fuels of non-biological origin; and
•recycled carbon fuels.
Engagement is informed by inputs from a range of State-level stakeholders in Ireland, including the Department of Transport, who are responsible for the Renewable Transport Fuel Policy, and State Agencies responsible for administering EU-related requirements in Ireland, such as the National Oil Reserves Agency.
Decarbonisation and renewable energy policies are designed, inter alia, in accordance with the requirements of the Renewable Energy Directive.
