To ask the Minister for Housing, Planning, and Local Government his thoughts on the cessation of tenant-in-situ purchases made by local authorities; what alternative homelessness prevention intervention his Department is considering replacing preventions previously provided by tenant-in-situ acquisitions; and if he will make a statement on the matter. Supporting individuals and families at risk of, or experiencing, homelessness is a priority for Government. Critical to addressing homelessness is increasing the supply of housing.
For 2025 I have made €325 million available to our local authorities for their social housing second-hand acquisitions activity including tenant-in-situ. To date, local authorities have only drawdown 36% of the allocated funding available and no Local Authority has exhausted their individual allocated funding
For acquisitions where there is a Tenant in Situ, local authority will assess the options available in each case and decide the appropriate action, including securing the sustainment of the tenancy with the landlord, securing alternative accommodation through the Tenancy Sustainment and Placefinder services, or allocating a social housing tenancy using properties available through the build programmes of local authorities and AHBs and using re-lets, availing of the record numbers of new social homes delivered over recent years.
Funding of €303 million is available for the delivery of homeless services in 2025. This funding supports the provision of emergency accommodation and wrap around supports. In addition, capital funding of €25m will support the delivery of high quality transitional and emergency accommodation for individuals experiencing homelessness. A key focus of local authorities and their service delivery partners is to support households in emergency accommodation to exit emergency accommodation to a tenancy.
