I propose to take Questions Nos. 1515, 1516 and 1517 together.

The Capital Assistance Scheme (CAS) provides up to 100% capital funding to Approved Housing Bodies (AHBs) for the construction and targeted acquisition of housing for priority needs categories to include homelessness, persons with a disability, age-friendly and care leavers.

Applications to deliver new social housing under CAS are made by AHBs to the relevant housing authority and, as with all social housing projects, it is a matter for the housing authority to prioritise projects on the basis of how they meet the area's housing need.

For 2025, the allocated funding to the Capital Assistance Scheme (CAS) for Approved Housing Bodies (AHBs) is €156 million. My Department does not provide specific allocations from the CAS funding programme to AHBs for social housing projects, rather my Department recoups the relevant local authorities who administer the scheme as projects advance and claims fall due for payment in line with the relevant scheme conditions.

For 2025, €325 million is being provided to local authorities for second-hand acquisitions, including purchases under CAS. Under revised arrangements for 2025, my Department has provided an individual funding allocation to each local authority. Wicklow County Council has been given an initial capital funding allocation of €6 million for their second-hand acquisition activity this year and this gives them the flexibility to respond to these acute situations, while we continue to support their construction programmes.

To date in 2025, Wicklow County Council has recouped €4.4m of their €6m allocation from my Department, which includes €1m recouped under CAS. It is a matter for local authorities to decide on how they use their funding allocations within the priority categories supported by the programme.

My Department continues to engage with all local authorities to address any challenges which have emerged in order to ensure that second hand acquisitions can continue in 2025 where no other solutions exist for the affected households.

In relation to the number of CAS acquisitions, my Department publishes comprehensive programme level statistics on a quarterly basis on social and affordable housing delivery activity by local authorities and Approved Housing Bodies (AHBs) in each local authority, including completed CAS acquisitions.
