I understand that there are plans for Finglas Village to address pedestrian and cycling facilities, while significantly improving the public realm. The Finglas Village Improvement Scheme is part of the Dublin City Council (DCC) core active travel network and that is co-funded by the National Transport Authority and DCC. My Department has no function in relation to this particular scheme.
Local authorities receive income from a variety of sources including grants from Central Government, Local Property Tax proceeds, commercial rates and other locally-raised charges. Central Government funding of local authorities similarly presents a complex picture, with transfers, both current and capital, coming from a wide range of Departments and Offices for a variety of purposes.
Local authorities are entirely independent corporate entities having full responsibility under law for the performance of their functions and the discharge of their governance and other responsibilities. It is a matter for each local authority to determine its own spending priorities, including funding towards the provision of public realm improvements, having regard to both locally identified needs and available resources.
