Foreign Direct Investment

To ask the Minister for Enterprise, Trade and Employment to provide data on foreign direct investment inflows over the past five years including the sectors that have attracted the most investment and the anticipated impact on job creation; and if he will make a statement on the matter. Foreign Direct Investment (FDI) is a significant element of our economic strategy with investments by IDA Ireland client companies consistently generating highly skilled jobs nationwide and very considerable exchequer returns. Despite increasing competition for FDI globally, and an increasingly uncertain global economic context, the recent performance of our FDI sector has exceeded many expectations.

IDA Ireland’s mandate is well-known, responsible for attracting and retaining mobile FDI to Ireland in support of well-paid employment opportunities across the country. Through Government funding, the IDA provides investment support and incentives for companies looking to expand and develop strategic international operations in Ireland. In this regard, the IDA currently supports over 1,800 client companies, spanning manufacturing, services and technology companies, directly employing over 300,000 people in Ireland.

Over the five years 2020-24, IDA Ireland supported the delivery of 1,219 investments and the creation of 93,460 jobs. Sectors attracting the most investments were Technology, Life Sciences and International Financial Services.

The sectoral breakdown of investments in the years 2020-2024 is shown in the table below:

*The Growth Market division was dismantled in 2024 and companies from the Growth Market portfolio were absorbed by other divisions.

North America was the largest source market for projects secured in the years 2020-24 accounting for 66% of all investments. It was followed by Europe & the UK accounting for 25%, and Asia Pacific, which accounted for 9% of projects.

Despite a challenging global economic environment, employment in IDA client companies in 2024 remained steady, gaining a net 601 jobs with, as I have already noted, direct employment of over 300,000 people, circa 11% of total national employment for a third consecutive year.

The table below shows the sectoral breakdown of the total employment in IDA Ireland supported companies in 2024.
