The National Development Plan (NDP) Review 2025 was published on Tuesday, 22 July 2025, in line with the Programme for Government commitment.

The review will support investment in critical infrastructure, including water, grid and transport to support the delivery of housing and our long-term competitiveness.

In the review, Government has set out annual sectoral allocations for 2026 to 2030 and overall Government capital expenditure ceilings to 2035. This leads to a total public capital investment of €275.4 billion over the period to 2035. This comprises €202.4 billion in Exchequer Voted capital expenditure from 2026 to 2035.

While the 2025 NDP Review prioritised energy, water, transport and housing, and outlined these large strategic projects at the national level, the capital allocations are to all Departments across Government to fund a range of social and economic infrastructure priorities.

Over the coming months, individual Ministers will develop their sectoral plans, for priority investment programmes and projects within their additional capital allocations for delivery across the country.
