To ask the Minister for Finance the number of help-to-buy claims approved since 1 July 2020, broken down by county, along with the number of applicants associated with these claims; the number of claims by homebuyers (excluding self-builds), broken down by county; and if he will make a statement on the matter. The Help to Buy (HTB) incentive, is a scheme to assist first-time purchasers with the deposit they need to buy or build a new house or apartment. The incentive gives a refund of Income Tax and Deposit Interest Retention Tax (DIRT) paid in Ireland over the previous four years, subject to limits outlined in the legislation.
Based on the latest available data (30 June 2025), the scheme has supported more than 57,000 individuals or couples to buy their own home.
I am informed by Revenue, that, in the period 1 July 2020 to 23 July 2025, there have been 38,892 approved claims covering 70,770 claimants. Within this time-frame, the approved claims in relation to purchased and self-build properties were 29,595 and 9,297 respectively. The breakdown of the approved claims, claimants, purchased and self-builds by county is as follows:
