504. To ask the Minister for Transport, Tourism and Sport regarding the NDP review; the criteria his Department will be using to rank projects in order of priority as part of a pipeline for delivery; and if he will make a statement on the matter. [42846/25]

The Department of Transport’s investment strategy is informed by the National Investment Framework for Transport in Ireland (NIFTI), with funding allocated to projects across all modes, primarily in line with the NIFTI intervention hierarchy of Maintain, Optimise, Improve, and New.

NIFTI supports the consideration and prioritisation of future land transport investment by establishing strategic investment priorities and a common lens through which to consider transport investment. NIFTI’s strategic investment priorities are supplemented by modal and intervention hierarchies, intended to guide project sponsors in their consideration and assessment of potential solutions to an identified need or problem. Under NIFTI, active travel and public transport solutions should be considered before private transport, and maintenance and optimisation of existing assets should be considered before substantial improvements or new infrastructure. This will help ensure that the most sustainable and cost-effective solution to a given transport need is identified.
