333. To ask the Minister for Education and Skills to provide a list of all Public-Private Partnership projects under her remit, including project name, contract value, and start/end date since 2010; and to confirm whether any projects have been subject to cost overruns, renegotiation or early termination since 2010. I refer to the Deputy's question above.

Please see below a list of the Public Private Partnership (PPP) projects under the remit of the Department of Education and Youth which have been delivered since 2010.

PPPs under Remit of DoEY with a start/end date since 2010
Name Construction Capital Cost €m Projected Total Cost (nominal, at Dec 2024)

€m
Year of Service Commencement End Date Subject to cost overruns/

renegotiations/early termination
Schools Bundle 1 59.9 249.3 2010 2035 No
Schools Bundle 2 81.7 340.2 2011 2036 No
Schools Bundle 3 100.0 414.8 2013 2039 No
Schools Bundle 4 61.3 212.4 2016 2041 No
Schools Bundle 5 91.1 263.6 2018 2043 No
Total 394.0 1,480.3

Whilst there have been no cost overruns, client variations can be agreed in accordance with the provisions of the contract. This mechanism allows for additional works/variations to be agreed and carried out by the PPP Company, e.g., an extension to a school building.

There was no renegotiation of the Schools Bundle 5 contract; however, as a result of the liquidation of the Carillion Group during the construction stage of the project in 2018, the original construction contractor (Carillion Construction Ltd) and facilities management provider (Carillion ABMS) were replaced. No additional payments were made by the State as a result.
