I propose to take Questions Nos. 244 and 245 together.
I am advised by Revenue that the table below sets out the estimated first and full year costs to the Exchequer, in 2025, of each proposal outlined by the Deputy.
Proposal | First Year €bn. | Full Year €bn. |
---|---|---|
Reduce the USC rates from 0.5% to 0%, 2% to 0% and increase the USC threshold of €27,382 to €35,000. | 1.20 | 1.38 |
Reduce the USC rates from 0.5% to 0%, 2% to 0% and increase the USC threshold of €27,382 to €40,000. | 1.39 | 1.60 |
For consistency, as a reduced rate of USC of 2% currently applies for those aged 70 years or older with income of €60,000 or less and for those who hold a full medical card with income of €60,000 or less, the estimated costings for the reduction in the second rate also include an estimate for these categories of taxpayers i.e., a decrease in the reduced rate of USC from 2% to 0%.
