I propose to take Questions Nos. 23, 25, 73, 74 and 75 together.
The Accelerating Infrastructure Taskforce is a non-statutory taskforce that has been convened to support the work of my Department’s new Infrastructure Division. The Taskforce’s role is to provide strategic guidance and expert input on how the provision of critical economic infrastructure might be accelerated.
So far, the Taskforce has formally met on three occasions on May 16, June 23 and July 8. The meeting on July 8 included an engagement session with the Taoiseach. In addition, the Taskforce was briefed by key delivery bodies on the challenges they are experiencing on core economic infrastructure delivery on June 10.
Currently, through these meetings and direct engagement, the Taskforce is providing guidance to officials in my Department as they prepare a systematic evidence-based assessment of the barriers impeding the timely development of core national economic infrastructure. This assessment is informed by research undertaken by officials in my Department, advice and contributions provided by the Taskforce, evidence from direct engagement with key stakeholders – which remains ongoing – and the more than 170 contributions that were received via public consultation between June 6 and July 4. This is in addition to input sought at the National Economic Dialogue on June 16 and a public consultation event in Athlone on June 18.
Identification of these barriers will inform an action plan of high-impact reforms to accelerate infrastructure delivery. The range of actions included will cover all areas where barriers to the timely and efficient provision of infrastructure have been identified. It is envisioned that the final report detailing the barriers to infrastructure delivery and the actions to accelerated delivery will be published later in the year.
