I propose to take Questions Nos. 596 and 579 together.

The Programmes for Access To Higher Education (PATHs) are the main funding streams to supports the implementation of the National Access Plan (NAP). The PATH is a dedicated fund, broken into five strands, committed to increasing participation by under-represented groups in higher education

The objectives of PATH 1 are to:

  • increase the number of students from under-represented groups entering initial teacher education; and
  • provide more role models for students from these groups, demonstrating that there are pathways open to them to realise their potential through education.
PATH 2 provides bursaries that are targeted at non-traditional entry and can support undergraduate study on either a full- or part-time basis. Funding is provided by the Department and European Social Fund.

PATH 3 provides funding to support the development of regional and community partnership strategies for increasing access to higher education by specified groups.

PATH 4 is supported by funding in excess of €12m, over a four-year period starting in 2022 in a two phase process.
  • Phase 1 (2022) – Universal Design Fund – Supporting inclusive universally designed higher education environments for all.
  • Phase 2 (2023-2025)Introduction of courses specifically designed to cater for students with intellectual disabilities at 11 different higher education institutions over the three-year pilot scheme.
PATH 5 was announced to help support students from the Traveller and Roma Community.

In relation to the Deputy's request, it is not possible to break down the funding of PATH by County as funding is provided on different allocation models to Higher Education Institutes (HEI's) or Clusters of HEIs for some programmes.

Please also note that none of the PATH programmes are running since 2014.
