61. To ask the Minister for Public Expenditure and Reform to provide an update on the roll-out of the guidelines for responsible use of artificial intelligence in the public service; and if he will make a statement on the matter. [40068/25]

The Department of Public Expenditure, Infrastructure, Public Service Reform and Digitalisation published the Guidelines for the Responsible Use of Artificial Intelligence in the Public Service in May 2025. These have been very positively received across the public sector and the online version of the guidelines has been accessed approximately 7,500 times since it was launched. The Guidelines included:
- an explanation of the key principles underpinning responsible use of Artificial Intelligence
- a decision framework for designing and evaluating how AI should be used
- an AI Canvas tool that can be downloaded and used as a guide for planning
- advice on responsible AI use over the entire project life cycle from development through to decommissioning
Training and workshops: The IPA will shortly begin a one-day interactive programme on implementing the Guidelines in practice. This course is aimed at public service professionals, including:
- Policy makers, compliance officers, and governance professionals
- IT and data professionals working with or evaluating AI systems
- Procurement teams assessing third-party AI tools
- Strategy and transformation teams implementing digital solutions
- Understand the Guidelines for Responsible Use of AI in the Irish Public Service and their importance.
- Recognise the ethical considerations and risks of AI deployment.
- Learn how to apply the guidelines to externally sourced AI tools.
- Explore best practices for developing and implementing internal AI systems.
- Gain insights into accountability, transparency, and trust in AI solutions.
Engagement: Thekla Talks is a seminar series which presents a variety of research and policy topics for critical discussion. Organised by the Department of Public Expenditure, Infrastructure, Public Service Reform and Digitalisation, the talks are a space for dialogue among policy-makers and thought leaders, with input from the wider community of academics, experts from within public financial management, economics, public sector innovation and disciplines beyond, on leading-edge issues in Irish public policy. The next Thekla Talk will take place online on Wednesday, 28 July and will be themed on ‘Artificial Intelligence for Better Public Services.’ The event will welcome panellists from the AI Advisory Council, HSE and the Department of Agriculture, Food and the Marine.
