To ask the Minister for Housing, Planning, and Local Government whether the State, through the Housing Finance Agency or another State body, took out a loan from the European Investment Bank for the purpose of delivering Social Housing PPP Bundle 3; whether that loan has been drawn down; if so, whether interest payments are being made on the loan by the State; and if he will make a statement on the matter. As Public Private Partnership (PPP) is an availability-based model where a private sector consortium designs, builds, finances, and maintains the homes in return for a monthly unitary payment, no state body borrows for delivery. Any financing of the delivery of the Social Housing PPP Bundles is a matter for the private sector consortium.
Legal proceeding have issued in relation to Social Housing PPP Bundle 3. As this matter is now before the courts it is not appropriate to make any further comment.
