I propose to take Questions Nos. 375 to 378, inclusive, together.
As the Deputy will be aware, the Government decided to accept the recommendations of the Moore Street Advisory Group and have instructed the Department of Housing Local Government & Heritage (D/HLGH) and the Office of Public Works (OPW) to move ahead with a project to conserve the historic monument of 14 – 17 Moore St and open it as a visitor site where the historic events at the end of Easter week 1916 can be commemorated.
In the period since the Government took this decision, a number of matters have been addressed:
- The appointment of a multidisciplinary design team, including an interpretation and exhibition consultant, to lead the development of detailed proposals for the conservation of the buildings comprising 14-17 Moore Street and the delivery of a new building with ancillary visitor facilities at 8/9 Moore Street;
- The advancement of the design to a point where major conservation and design decisions have been settled, with an application for Ministerial Consent under Section 14 of the National Monuments Acts due for imminent submission;
- Appointment of interpretative designers to design a permanent exhibition which is at detailed design stage.
Since 2018, responsibility for maintenance and care of the buildings has rested with the OPW. In accordance with the conservation in situ principle, the OPW’s focus has been maintaining the existing historic fabric, with minimal intervention, to preserve authenticity pending the full restoration programme.
In relation to works undertaken to date, stabilisation and holding works have been in progress, with phased interventions carried out to address serious structural vulnerabilities. Following the cessation of the previous redevelopment scheme, a court-approved programme of interim protection measures was implemented to protect the buildings from weather damage and deterioration. These works have succeeded in preventing any further degradation to the historic fabric.
In response to concerns about fabric deterioration, including issues such as dry rot and timber decay, the OPW has engaged specialist consultants in historic timber, plaster, and wallpaper conservation. These experts have conducted targeted surveys and provided professional guidance to identify and mitigate risks to the buildings’ most vulnerable features. These reports inform interim protective measures and I can assure the Deputy that the buildings are being carefully maintained and protected.
The OPW is working closely with the D/HLGH to deliver this project to the highest standards.
