Under the Road Safety Authority Act 2006, the Road Safety Authority (RSA) has statutory responsibility for the National Driver Testing Service. This includes all application and scheduling matters and neither I nor my officials are involved in the service at an operational level. As such, the information requested is held by the RSA.
Given the RSA's responsibility in this matter, I have referred the Deputy's question to the RSA for direct response. Please contact my office if a reply is not received within ten days.

To ask the Minister for Transport, Tourism and Sport regarding the RSA’s website, and the significant delays incurred by applicants waiting to be called for a driving test, if he is aware of the practice whereby third parties (apps/companies) offer a service of booking a cancellation for a fee on behalf of applicants, and the difficulties this creates for natural persons applying for a cancellation; and what, in his view, the standard waiting period to be called for a test should be. Under the Road Safety Authority Act 2006, the Road Safety Authority (RSA) has statutory responsibility for the National Driver Testing Service.
I acknowledge that current waiting times for driving tests are far in excess of what is acceptable. I would like to assure the Deputy that this is a priority issue for me and that measures are being taken to return the service to the agreed 10 week waiting period by September. As of 12 July, the average wait time nationally had been reduced to 14 weeks, a reduction of 13 weeks since the end of April.
I understand that the RSA is aware of some third party applications that are purporting to offer driving test candidates cancelled appointments. Please note that the only official site for booking of a driving test slot remains the RSA operated MyRoadSafety portal. The RSA is not affiliated with any third party booking systems. Additionally, the RSA ICT department is working closely with their partners to ensure that such sites or third parties are restricted in their ability to access the booking portal. I have referred the Deputy's question to the RSA for a more detailed response on this issue. Please contact my office if a reply is not received within ten days.
