To ask the Minister for Environment, Community and Local Government if any exception could be made to waste regulations for small scale café’s which would enable them to sell or provide for free coffee grinds to local community gardens as fertilizers, even if said community garden groups did not possess a waste licence; and if he will make a statement on the matter. Under the Waste Management (Collection Permit) (Amendment) (No. 2) Regulations 2023 and the Waste Management (Food Waste) (Amendment) Regulations 2024, commercial premises are obliged to source segregate all food waste arising on their premises. Once segregated the options available to businesses for managing food waste are to have it collected by an authorised waste collector, compost the material on site, or bring the food waste to an authorised treatment facility. There are no plans to introduce any exemptions to these Regulations.
