To ask the Minister for Children, Disability and Equality if she will review her demand for redress from a body (details supplied) in light of the fact that the Commission of Inquiry determined that redress does not arise, and the independent negotiator in their report dated 21 March 2025 stated that in respect of the body they had no recommendation to make; and if she will make a statement on the matter. The Commission of Investigation into Mother and Baby Homes made significant findings in relation to the failings of the State and religious organisations, who together ran Mother and Baby and County Home Institutions. Government believes that all relevant parties have a collective responsibility to respond to Ireland's legacy in relation to Mother and Baby institutions.

In early 2021, the Government committed to develop the Mother and Baby Institutions Payment Scheme which provides payments and health supports to those who were in any of the institutions investigated by the Commission, including the Regina Coeli Hostel. At the time, the then Minister commenced a process of engagement with religious organisations with a view to securing voluntary financial contributions to the cost of the Payment Scheme. The process of seeking a voluntary contribution from relevant organisations was undertaken by the Independent Negotiator, Sheila Nunan.

With regard to those organisations who have not chosen to make a contribution to the Payment Scheme, they have been contacted and requested to reflect further in a spirit of collective responsibility in responding to the legacy of Mother and Baby institutions. Departmental officials have been- and remain- at all times available to engage with these organisations in the event that they are willing to take up this invitation and make a meaningful contribution.

Departmental officials have also liaised with the Office of the Attorney General and will continue to engage with them on any potential legal options which may be available to the State. This complex work will require detailed consideration and may take some time to complete. In addition, the broader impacts and implications of any potential options identified will have to be considered.
