To ask the Tánaiste and Minister for Justice and Equality the role of Gardaí in relation to issues raised about animal cruelty and neglect of animals and steps that are in place where people believe welfare of animals is a serious threat and the approach by An Garda Síochána to respond to these issues; and if he will make a statement on the matter. Members of An Garda Síochána have multiple powers in relation to animal welfare concerns, the below Acts and local bye laws enable Gardaí to search with/without warrant, to seize animals and arrest individuals in contravention of the Acts:

  1. Animal Health and Welfare Act 2013
  2. Control of Horses Act 1996
  3. Control of Dogs Act 1986
Animal Health & Welfare Liaison Inspectors are nominated in Garda Divisions who have contact details of veterinary surgeons employed by the Department of Agriculture, Food and Marine and may be called upon to assist members of An Garda Síochána in their duties under this Act.

If seizing an animal, the Local Authority can provide members with contacts for horse pounds and dog wardens. Local animal charities also assist Gardaí when requested.

I am informed that An Garda Síochána is compliant with the Animal Welfare Act 2013 and associated Statutory Instruments 106 of 2014 and 520 of 2014.

The above figures are based on incidents which occurred from 1 January 2025 to 30 June 2025, inclusive. All information contained in this report is based upon operational data from the Fixed Charge Processing System (FCPS) as was available on 11 July 2025 and is liable to change.

In accordance with An Garda Síochána procedures, figures fewer than 10 are denoted by 'fewer than10'.

It is also necessary, in some cases, to make further redactions to avoid the disclosure of figures of fewer than 10. In these cases figures are denoted by '*'. In this table data for Donegal has been redacted to avoid the disclosure of data for Laois/Offaly.
