109. To ask the Minister for Finance the up-to-date position on the development of an action plan for insurance reform; the up-to-date position on changes to the personal injuries guidelines; and if he will make a statement on the matter. [39364/25]

The Government remains fully committed to progressing insurance reform. We are in the final stages of developing a new Action Plan for Insurance Reform which will build on the significant progress achieved under the 2020 Action Plan.

This work is being driven at Cabinet level through the Cabinet Sub-Group on Insurance Reform, chaired by An Tánaiste, and was informed by a public consultation process, which received over seventy submissions from a wide range of stakeholders including consumers, businesses, representative bodies, and insurers.

The new Action Plan will set out a comprehensive series of targeted measures to further the insurance reform agenda under six key themes: transparency and affordability, competitiveness and availability, legal reform, fraud, climate protection, and innovation and skills. The new Plan will include a comprehensive series of targeted actions aimed at improving affordability, availability and transparency across the insurance sector.

The Cabinet Sub-Group met to consider the draft Action Plan on 9th July, and the final Action Plan will be agreed at Government level shortly. After that I would expect that we will be in a position to publish the new plan.

[With respect to the Personal Injuries Guidelines, these fall under the remit of the Minister for Justice. Following discussions at Cabinet this morning, the Minister for Justice presented an update in relation to the Judicial Council’s draft amendments to the Guidelines. Following deliberations, I understand that in line with his obligations under the Judicial Council Act 2019 (as amended) the Minister for Justice intends to lay the draft amendments before the Houses of the Oireachtas but does not intend to bring forward a resolution seeking the Houses' approval of the draft guidelines. As previously mentioned, the focus of this Government remains on driving further meaningful reform in the insurance sector.]

Seeking to secure a more sustainable and competitive market through deepening and widening the supply of insurance in Ireland remains a key priority for this Government. Government policy remains focused on ensuring that the benefits arising from the entire reform programme are realised, for consumers, businesses and community groups across Ireland.
