The Business Tax Stakeholder Forum (the Forum) was established in 2023, and addresses a commitment made in “Ireland’s Corporation Tax Roadmap January 2021 Update”, to develop a new framework for stakeholder engagement from the business community.
Purpose and Responsibilities
The Forum aims to provide an opportunity for key stakeholders to engage with officials in the Department of Finance on direct business tax matters to assist in their analysis and development of business tax policy options and initiatives.
The Forum is consultative in nature. The focus of the Forum to date has been on knowledge and information sharing, including reflecting on tax developments in the EU and internationally; and issues relating to corporation tax legislation and policy proposals.
It is important to note that the Forum is not a decision-making body, rather it is intended to complement the existing engagement the Department of Finance has with business stakeholders. From time to time, and where particular topics require more detailed consideration and consultation, a sub-group of members is brought together to facilitate deeper engagement.
Membership
The Department of Finance, the Department of Enterprise, Trade and Employment and the Revenue Commissioners are permanent members of the Forum, with the Department of Finance serving as Chair and providing Secretariat support. The remaining membership consists of a broad mix of representatives from stakeholders and business entities with substantive economic activity and employment operating in the State.
Meetings
The Forum typically meets formally twice as year. The most recent meeting took place in March 2025, with the next meeting anticipated to take place in October 2025.
