597. To ask the Minister for Housing, Planning, and Local Government the breakdown of the affordable purchase and cost rental homes delivered in 2024 by the delivery streams (details supplied); and the average delivery cost per unit, for each of these delivery streams. [39445/25]

My Department publishes programme-level statistics on affordable housing delivery activity by local authorities and delivery partners in each local authority area. Data for the years 2022 up to Q1 2025 is published on the statistics page of my Department’s website at the following link: www.gov.ie/en/collection/6060e-overall-social-housing-provision/?#affordable-housing-delivery. In 2024, a total of 7,126 affordable housing solutions were delivered by a range of delivery partners.
Specific all in delivery costs per unit are variable and can greatly differ between both the affordable schemes themselves and the typology, location and overall layout of the developments in question.
1,213 Cost Rental homes were delivered in 2024 supported by the Cost Rental Equity Loan. The maximum funding available under CREL is 55% of the capital costs split between a CREL loan of up to 35% and equity of up to 20%. The average cost to the Exchequer for delivery of CREL homes (CREL funding) approved in 2024 was approximately €214,000 per home.
In addition, 809 homes (779 Affordable Purchase and 30 Cost Rental) were delivered in 2024 supported by the Affordable Housing Fund. This delivery incudes Part V affordable delivery and LDA/Local Authority partnership arrangements. The AHF subsidy is available to local authorities as a direct subvention on local authority housing development costs at rates of €50,000, €75,000, €100,000, and €150,000 per affordable unit depending on (a) the density of housing units per hectare on the development, and (b) where the development is located. The average AHF subsidy per unit in 2024 was €77,413 of which €73,540 per unit (95%) is payable from Exchequer funds with the balance (5%) being contributed directly by the relevant local authority.
The LDA, supported by Project Tosaigh and the Secure Tenancy Affordable Rental (STAR) Scheme, has also delivered 784 Cost Rental homes, with an average equity investment of €128,007 per unit.
The disclosure of further granular/commercial data in relation to such housing delivery could interfere with the public procurement process, which in turn could result in a material financial loss to the citizen.
