The turnaround period for Stage 1 SHIP applications can vary depending on factors such as the size and complexity of the development, suitability, value for money, information outstanding, additional information sought by the Housing Advisory Unit in my Department and compliance with the various requirements of the funding scheme, a further consideration is the possibility of revisions by the Local Authority post submission, which is accommodated.
The average processing time for Stage 1 applications under SHIP over the period requested was 7 weeks.

The Capital Advance Leasing Facility (CALF) Funding Scheme does not have a staged approval process; rather, it is a single stage approval. The average processing time for CALF applications in the past 12 months stands at 41 working days.
While my Department makes every effort to process CALF applications within a six-week time frame, applications from the AHB Sector have increased in both size and scale, thus necessitating an increased focus by my Department. This scrutiny increasingly involves interaction and consultation with technical units in my Department on all aspects of these applications but especially regarding the capital costs involved.
Additionally, where an application relates to a particularly large-scale development or may have unusual or complex features, this time frame may have to be extended to allow for an appropriate examination of the application. All applications are processed as soon as practicable and decisions issued as soon as possible.

The turnaround time for Stage 1 CAS applications can vary depending on factors such as the size and complexity of the development, suitability, value for money, information outstanding, additional information sought by the Housing Advisory Unit in my Department and compliance with the various requirements of the funding scheme, a further consideration is the possibility of revisions by the Approved Housing Body (AHB) post submission, which is accommodated.
When allowance is made for one project which could not be progressed by my Department owing to an AHB registration issue which has since been resolved, the average processing time for Stage 1 applications under CAS over the period requested was 6 weeks.

The Cost Rental Equity Loan (CREL) Funding Scheme does not have a staged approval process; rather, it is a single stage approval. The average processing time for CREL applications in the past 12 months stands at 60 working days.
While my Department makes every effort to process CREL applications as quickly as possible, applications from the AHB Sector have increased in both size and scale, thus necessitating an increased focus by my Department on the capital costs involved. Additionally, where an application comprises both CREL and CALF elements and the applications are not submitted to my Department at the same time this will impact turnaround times.
