Cybersecurity Policy

271. To ask the Tánaiste and Minister for Justice and Equality for an update as of July 2025 on the Programme for Government commitment to establish a Cyber Security Centre of Excellence around a cluster of Third Level Education facilities; and if he will make a statement on the matter. [38364/25]

The Cyber Security Research Centre of Excellence will bring together Government, academia and industry as agreed in the Programme for Government. The Centre will:

  • operate from both a dedicated physical facility and a robust virtual platform;
  • provide a focal point for researchers across the State to collaborate; and
  • drive cutting-edge cybersecurity research, nurture emerging talent and accelerate innovation to address national challenges.
This project is being led by the National Cyber Security Centre (NCSC) in my Department, and the NCSC has already had significant engagement with a variety of key stakeholders, including  Research Ireland, Enterprise Ireland, the Department of Further and Higher Education, Research, Innovation and Science and the Department of Enterprise, Trade and Employment. The NCSC will undertake a strategic assessment of the project in 2025 to validate an already advanced proposal. In addition to this, the NCSC is also working on a number of supporting initiatives, including exploring the potential to develop a Cyber Challenge Fund as a pilot for future research funding, together with Research Ireland.
