35. To ask the Minister for Enterprise, Trade and Employment if he will provide a schedule including the total number of notifications of proposed collective redundancies forms (Form CRN1) his Department have received; the total quarterly number of proposed redundancies contained therein on a quarterly basis from Q1 2016 to Q2 2025; and if he will make a statement on the matter. Section 12 of the Protection of Employment Acts 1977-2024 provides that an employer proposing collective redundancies must notify the Minister for Enterprise, Tourism and Employment at least 30 days before the first dismissal takes effect.

Collective redundancies arise where, during any period of 30 consecutive days, the employees being made redundant are: 5 employees where 21-49 are employed; 10 employees where 50-99 are employed; 10% of the employees where 100-299 are employed; 30 employees where 300 or more are employed.

In July 2024, my Department published Form CRN1, which is an optional form that employers may use when submitting a collective redundancy notification to help ensure they provide all necessary details. Form CRN1 is available on my Department's website here:

The statistics relating to collective redundancy notifications received and number of potential redundancies notified for the period 2016Q1 to 2025Q2 are outlined in the table below.

It is important to note that statistics on collective redundancy notifications do not equate to/reflect the number of actual job losses across the economy. Redundancies below collective redundancy thresholds are not required to be notified to my Department. Furthermore, not all potential redundancies notified to my Department in a collective redundancy notification result in actual redundancies. Alternative solutions can be found during the 30-day consultation period between employers and employees and job losses may be avoided.
