To ask the Minister for Housing, Planning, and Local Government if he will provide data on the average time between planning permission being granted and construction commencing for residential developments in Dublin Bay North over the past three years; and if he will make a statement on the matter. The timing between a planning permission being granted and construction commencing is influenced by myriad factors, many of which are often project specific. These can include, among others, a developer's capacity to take on multiple concurrent projects, the time taken to deliver supporting infrastructure in advance of commencement, ability to secure finance, not proceeding because the development is unviable at any moment in time, and so forth.

Data on the average time between a grant of planning permission and a development commencing are not readily available. That said, it is arguably more important to understand and address the many different factors that might impact a development and the supply of homes than to identify an average lead in time between the grant of permission and build starting.

In this context, Government is already bringing forward measures to support residential development, including the new Housing Activation Office and the package of recently announced rental sector reforms. Further measures are being considered in the context of the new national housing plan, which will be published in the coming months.
