To ask the Minister for Culture, Heritage and the Gaeltacht to list all the public services contracts worth €10 million or more, which have been granted by himself or the forerunner for his Department, or other State bodies in the past five years; the value of each contract; the length of term of each; the expiration date of each contract; and whether any contract was discontinued during its term and for what reason. I can confirm that the Department of Rural and Community Development and the Gaeltacht has not entered into any contracts worth €10 million or more over the past five years.

With regard to the agencies under my Department's aegis, I would note that they are all independent bodies responsible for their own operational matters. In this context I am informed that Pobal have entered into two contracts worth €10 million or more during the referenced time period.

As the Deputy will be aware, Pobal provides services to a large number of Government and European programmes, schemes and services across seven Government Departments. The details of the Pobal contracts are set out below. The first entry relates to expenditure under the remit of another Government Department, and the second relates to products and services right across Pobal.

I am also informed that no other agencies or bodies under my Department’s aegis have entered into contracts of such value over the period.

Pobal was supported by the procurement staff in the OGP. The scope of this contract requires the provision of off-site contact centre and related administrative services for the processing of NCS applicants and related Early Years programmes.
Micromail Limited Software Licensing – Single Party Framework €15,000,000 4 Years 27/06/2028

Also in 2024 Pobal ran a procurement competition and appointed a Single Framework Agreement for the provision of Software Licensing, Subscriptions and Renewals, Licencing Compliance, management and monitoring of Software and associated support and services on current and future requirements. The framework is for four years for the Pobal organisation.Pobal expect that the framework will be used primarily for the purchase of products like Microsoft, Adobe, Managed Engine, other licenses, subscriptions, and renewals of software requirements e.g. VMWARE, Veeam and Varonis may be required from time to time in the future. The framework will be used to meet the ever evolving and innovate business and environment requirements around the software licensing, subscriptions and renewals, compliance, management, advice and monitoring ever changing services.
