To ask the Minister for Public Expenditure and Reform the total cost incurred by his Department for the commissioning and completion of the recent audit and report prepared by a company (details supplied) in relation to the Leinster House bike shelter project; to outline the scope of the company’s engagement; and if he will make a statement on the matter. Following the report by the Chairman of the OPW on the covered bicycle parking project, he requested Deloitte to conduct an internal audit review of matters related to OPW capital expenditure practices for elective projects less than €500,000. This review included, but was not limited to, a sample of one project, the Covered Bicycle Parking Project (the “Bike Shelter” project). This internal audit review was not an audit of the Bike Shelter project. The review focused on matters specific to capital expenditure practices for projects with a value less than €500,000 and considered how these practices applied to the Bike Shelter project.

The cost of the audit report was €20,500 ex Vat, which constitutes good value for money, given the scope of the work involved.

The Deloitte report presented findings and recommendations, which will enable the further development and implementation of processes in relation to capital expenditure on projects less than €500,000. The OPW has fully accepted and is actively implementing all recommendations identified in the independent report.
