To ask the Minister for Foreign Affairs and Trade the position which Ireland will take on the upcoming renewal of the memorandum of understanding between the European Union, Egypt and Israel on natural gas, specifically due to the lack of a territorial clause explicitly excluding the Palestinian territories occupied by Israel; and if he will make a statement on the matter. The Department of Climate, Energy and the Environment has policy responsibility, including at EU level, for Ireland’s energy security, and communicates views in this area. The then Minister of State addressed this topic in the Dáil in November 2023.
My understanding is that a Memorandum of Understanding (MoU) on Cooperation related to Trade, Transport, and Export of Natural Gas between the European Union, the Arab Republic of Egypt and the State of Israel was signed in Cairo on 15 June 2022.
As you will be aware, the wider question of bilateral relations between the EU and Israel is a particular focus for discussions within the EU currently, including through the review of the EU-Israel Association Agreement.
