To ask the Minister for Health if all public information notices are published and based on open competition to give all eligible competent suppliers, public and commercial, a transparent and fair opportunity to compete, in line with the standards set out in the National Public Procurement Framework, and the HSE’s own procurement commitments, including the principles of openness, transparency, value for money, and equal access for all competent suppliers; and if she will make a statement on the matter. My Department's procurement is carried out in accordance with public procurement policy and national and European Union law. The aim of these rules is to promote an open, competitive, and non-discriminatory public procurement regime which ultimately delivers the best value for money.

My officials are responsible for ensuring that the Department's public procurement function is discharged in line with the procurement rules and procedures, using OGP's centralised procurement arrangements where possible.In respect of Health Service Executive procurement commitments, I have asked the HSE to respond to the deputy directly, as soon as possible.
