To ask the Minister for Housing, Planning, and Local Government if he is aware of the Kilmainham Mill restoration project being undertaken by Dublin City Council; whether the council sought funding from his Department under heritage restoration funding, or urban renewal grant aid, to proceed beyond the stabilisation works completed last year; and if he will make a statement on the matter. I am aware of the Kilmainham Mill restoration project being undertaken by Dublin City Council (DCC) and of the stabilisation work carried out so far, which has weather-proofed the site and ensured its ongoing security. DCC have informed me that a detailed conservation study and master vision exercise were completed in 2023 while a programme of events was run with the Dublin City Council Culture Company during 2024.
With regard to funding for the project through my Department since these initial works were undertaken, in May 2024 Dublin City Council was awarded €200,000 in connection with this project under the Town Centre First Heritage Revival (THRIVE) Scheme. However, in November 2024 the council indicated that they would have to withdraw from the project due to resource constraints.
Dublin City Council has informed me that the next phase of the project is to identify the end use for the Mill and test its viability. This is provided for in the City Council’s Capital Programme 2025-2027 and it will establish what further capital funding would be required for restoration of the mill.
