Housing Schemes

505. To ask the Minister for Housing, Planning, and Local Government to list each of the current government schemes in operation that are intended to support home ownership or assist individuals to buy or build a home (including, but not limited to, the first home scheme, help to buy, local authority home loan, and the affordable purchase scheme); for each scheme, to specify what data fields are recorded or tracked at the application and approval stages; and in particular, to indicate whether several types of information are collected (details supplied). As detailed under Housing for All, the Government plans to deliver 54,000 affordable homes, including 36,000 affordable purchase and 18,000 cost rental homes, by 2030. A comprehensive implementation strategy is in place to support the various affordable housing schemes now being delivered by a range of delivery partners.

Under Housing for All, two Affordable Purchase schemes have been established (the Local Authority Affordable Purchase Scheme and the First Home shared equity scheme), as well as an improved Local Authority Home Loan scheme.

These measures, specifically the affordable purchase schemes, are primarily aimed at supporting affordability constrained households with incomes too high to qualify for social housing.

Other measures such as the Local Authority Purchase and Renovation Scheme, the Help to Buy Incentive, and the Vacant Property Refurbishment Grant are also available to help make home ownership more affordable.

All applicants to the above schemes are subject to scheme specific eligibility assessments carried out by the relevant provider or authority. As part of this process a variety of information is collected in order to ensure applicants meet the eligibility requirements and conditions as set out under each individual scheme. This information includes, but is not limited to, the applicant’s name, date of birth, proof of address, proof of income, proof of buyer status, and proof of citizenship/right to reside (if applicable).

To note, the Help-to-Buy initiative is a Revenue initiated scheme, for which the Revenue Commissioner is best placed to advise on.
