The position is unchanged for the issues addressed in that answer. Regarding the additional question of carry over each year, there was no carry over of the funding available to renewable energy communities 2020 to 2025.

My Department primarily supports Circular Economy initiatives through the Circular Economy Fund, established in July 2023 by the Circular Economy and Miscellaneous Provisions Act 2022. The Circular Economy Fund provides essential financial support annually across a wide range of initiatives, as prescribed for under Section 8 (9) of the Circular Economy and Miscellaneous Provisions Act, 2022.

The tables below provides a breakdown of the circular economy grants my Department has funded through the Circular Economy Fund and its predecessor, the Environment Fund for the years 2020 - 2025. These include:

  • EPA Circular Economy Programme which drives knowledge building and evidence gathering to inform circular economy development. The vision for the Programme is to ensure that everyone uses less resources and prevents waste to achieve sustainable economic growth.
  • The Circular Economy Innovation Grants Scheme which directly supports the growth of the circular economy in Ireland and provides high-profile examples of best practice to inspire others.
  • Community Resource Network Ireland, the representative body for community-based reuse, repair and recycling organisations in Ireland.
  • CIRCULEIRE, who support the delivery of reduction in waste through product redesign; business model innovation; industrial symbiosis; materials substitution and other circularity strategies.
  • The Rediscovery Centre in order to establish a national knowledge centre for excellence in circular economy communications to drive citizen engagement and action

The Circular Economy Fund Accounts are prepared on an annual basis. These accounts are audited by the Comptroller and Auditor General and laid before the Oireachtas. It should be noted the audit of the 2024 accounts has yet to be finalised as the audit of accounts are typically carried out by the C&AG in the final quarter of the subsequent year.

The Circular Economy Innovation Grant Scheme (CEIGS) is funded from the Circular Economy Fund and was first launched in 2021. This multi-annual scheme directly supports the growth of the circular economy in Ireland and provides high-profile examples of best practice to inspire others. A key objective is delivering innovative projects that will have a direct impact on operating environments, and which can act as demonstrators for others. Since the launch of the scheme funding has been awarded to 36 projects across the following thematic areas:

  • Plastics;
  • Construction & demolition waste;
  • Food waste prevention;
  • Resources & raw materials (electrical and electronic equipment, textiles, furniture).
In 2021,10 projects shared a total fund of €490,000; in 2022/23, 13 projects shared a total fund of €650,000- this was a 30% increase in total funding compared to the first call in 2021, and €650,000 was also allocated in 2024 to support 13 further projects. The duration of projects can be extended as agreed with my Department which will result in funds being carried over into the subsequent year and disbursed as projects are completed.

The 2025 round of CEIGS funding will be announced in the coming weeks with another allocation of €650,000 being made available to further support the growth of the circular economy in Ireland and provide more high-profile examples of best practice.
