The improvement and maintenance of regional and local roads is the statutory responsibility of each local authority, in accordance with the provisions of Section 13 of the Roads Act 1993. Works on those roads are funded from local authorities' own resources supplemented by State road grants. The initial selection and prioritisation of works to be funded is a matter for the local authority.

The Thurles Inner Relief Road is one of a number of strategic regional and local road improvement schemes being undertaken under the current National Development Plan (NDP). Planning and implementation of the Thurles Inner Relief Road scheme is the responsibility of Tipperary County Council.

€100,000 was allocated to the Thurles Inner Relief Road scheme in 2025 to progress the detailed design of the scheme.

The Programme for Government sets out that the Government will review the national development plan, which will be completed in the summer 2025. The review of the NDP will encompass all public capital investment including transport, and will utilize State funds to support capital investment.
