293. To ask the Minister for Transport, Tourism and Sport if his attention has been drawn to the increased frequency of low-flying planes descending towards Dublin Airport over densely populated areas in north Kildare, such as Maynooth and Celbridge; his plans to engage with the IAA to review flight paths to minimize the impact on residents (details supplied); and if he will make a statement on the matter. Under EU legislation, the operator of an airport (daa in the case of Dublin airport) is responsible for the design and maintenance of Instrument Flight Procedures (IFPs), which set flight paths into and out of an airport. At Dublin airport, AirNav Ireland carries out the design and maintenance function on behalf of daa. The Irish Aviation Authority, as civil aviation safety regulator, is responsible for ensuring that IFPs adhere to safety standards set out in national, European and international (ICAO) regulations.

Flight paths are monitored for compliance with noise requirements by the Aircraft Noise Competent Authority (ANCA), which is an independent directorate within Fingal County Council. Assessment of noise issues at Dublin Airport, areas around the airport significantly affected by aircraft noise, and noise abatement actions are the responsibility of ANCA. daa is responsible for the implementation of mitigation measures and for the appropriate measuring systems to ensure compliance.
