To ask the Tánaiste and Minister for Justice and Equality further to Parliamentary Question No. 1517 of 29 April 2025, the reason he did not make available the draft report of the Review of Part 4 of the Sexual Offences Act 2017 in his reply, nor indicate where it could be accessed, nor deal with the reason it was not published; if he will outline the difference in the conclusions in the final report produced by his Department and the analysis of the original reviewer; and if he will make a statement on the matter. The draft report provided to my Department by the original independent reviewer was not published because it was incomplete and had not met the terms of reference. The analysis of the three phases of consultation was still underway, substantial parts of the draft were in note form and conclusions had therefore not yet been drawn.
The Research and Evaluation Unit used the draft provided as the basis of the final report. However, additional analysis of the submissions and interview transcripts was required to complete the draft and meet the initial terms of reference.
