Following engagement with legal representatives of the families of the victims of the Stardust fire, the Government last August approved a two-phased approach to redress arrangements.

The first phase has prioritised the families of the 48 victims who so tragically died in the fire. It was developed in consultation and agreement with the families' legal representatives. It provided for a single, non-scaled, ex gratia payment for each of the 48 people who were unlawfully killed. Implementation of this phase is at an advanced stage, with payments having been made to almost all applicants at this point.

I would like to assure the Deputy that my officials continue to engage closely with legal representatives to ensure that all payments are completed as soon as is feasible.

I propose to take Questions Nos. 1013, 1019, 1063 and 1064 together.

In the first phase my Department has prioritised the families of the 48 victims who were unlawfully killed in the fire. It was developed in consultation and agreement with the families' legal representatives. It provided for a single, non-scaled, ex gratia payment for each of the 48 people who were unlawfully killed. Implementation of this phase is nearing completion, with payments having been made to almost all applicants at this point.

A second exceptionality phase is currently being developed by my Department in respect of survivors of the fire. This assessment will, in considering an appropriate mechanism, take account that compensation awards made by the Stardust Victims’ Compensation Tribunal established in 1985. While it is not possible to provide a definitive timeline for its full implementation, I can assure the Deputies that this work is being progressed within my Department.
