852. To ask the Minister for Housing, Planning, and Local Government for the breakdown of the value of commercial rates collected by Kilkenny and Carlow County Councils for each of the years 2020 to 2024, in tabular form; and if he will make a statement on the matter. [30470/25]

Local authorities are under a statutory obligation to levy rates on any property used for commercial purposes in accordance with the details entered in the valuation lists prepared by Tailte Éireann under the Valuation Acts 2001 to 2020. The levying and collection of rates are matters for each individual local authority.

Information in relation to the collection of commercial rates is available in Appendix 7 of each local authority's Annual Financial Statement (AFS). 2023 is the latest year for which audited local authority annual financial statement data is available.

Commercial rates collected by Carlow County Council and Kilkenny County Council for the years 2020, 2021, 2022 and 2023 are set out in the table below.

* Note that in the years 2020, 2021 and 2022 the Government funded rates waiver schemes to alleviate the impact of Covid19 on eligible businesses. The amounts waived are shown in the Waived/Credits column in Appendix 7. Local authorities received a grant equal to the amount of the rates waived and the grant was accounted for under grant income in a separate part of the AFS. A significant amount of rates were waived during those years which resulted in a corresponding reduction in the total amount of rates collected as per the AFS.

For your information the amount of rates waived in Carlow County Council and Kilkenny County Council in 2020, 2021, 2022 and 2023 is set out below. Rates waived as a result of Covid19 make up a large majority of the rates waivers and credits figure, but not necessarily the full amount as local authorities occasionally have reason to waive a small amount of rates in a given year.
