I propose to take Questions Nos. 826 and 865 together.
The Programme for Government commits to a new national housing plan to underpin delivery of more than 300,000 houses between 2025 and end 2030, including delivery of an average of 12,000 and 15,000 social and starter homes per annum over the period. Work to translate these national targets to local authority, tenure-specific targets is ongoing. The new targets will be agreed and published as part of the new national housing plan in the coming months.
The Revised National Planning Framework (NPF) will support delivery of these targets. In this context, I have written to all local authorities advising that development plans across the country must now be reviewed and updated to align with the revised NPF as quickly as possible. In doing so, I have directed that they consider the most suitable locations and opportunities for new housing development, having regard to where delivery is most likely to occur and infrastructure and services are available or may be readily provided. I will very shortly issue further direction to update 'housing growth requirements' for each local authority to replace the current Housing Supply Targets. This will inform and enable the development plan variation process under the Planning and Development Act 2000.
At the same time, revised housing demand projections are also being developed for the period 2025 to 2040 as part of my Department's Housing Need and Demand Assessment Framework (HNDA). These demand projections will be released as part of an updated HNDA framework in the coming months. Importantly, the HNDA does not set targets. Rather it helps local authorities develop an understanding of housing demand, provides an estimate of projected demand, and helps translates that demand into specific tenure types (private purchase, private rental, social housing and affordable housing). A completed housing demand and needs assessment should inform housing policy in the local authority housing strategies and influence land use zoning objectives in the respective development plans.

827. To ask the Minister for Housing, Planning, and Local Government the breakdown of the 30,330 new homes completed in 2024 by tenure including, social, affordable (AHB, LA, LDA), private rental and private purchase and one off/self-build, in tabular form. [29957/25]

My Department publishes comprehensive programme-level statistics on a quarterly basis on social and affordable housing delivery activity by local authorities and Approved Housing Bodies (AHBs) in each local authority. This data is available to the end of Q4 2024 and is published on the statistics page of my Department’s website at the following link: www.gov.ie/en/collection/6060e-overall-social-housing-provision/
My Department also publishes the Social Housing Construction Status Report (CSR). The CSR provides details of social housing developments and their location that have been completed, are under construction or are progressing through the various stages of the design and tender processes. The most recent publication was for Quarter 4 2024. My Department publishes programme-level statistics on affordable housing delivery activity by local authorities and delivery partners in each local authority area. Data for 2024 is published on the statistics page of my Department’s website at the following link: www.gov.ie/en/collection/6060e-overall-social-housing-provision/?#affordable-housing-delivery
The Central Statistics Office (CSO) publishes overall completions data, on a quarterly basis. The table which provides a breakdown by dwelling-type can be found data.cso.ie/table/NDQ01. One-off housing accounted for 5,331 of last year’s completions.
There is currently no breakdown which exists of private completions, be it for rental or purchase.
