783. To ask the Minister for Housing, Planning, and Local Government the additional cost of increasing the funding for defects remediation schemes by 50%, 100% and 150%. [29392/25]

There are currently three defects remediation schemes operating; namely, the Defective Concrete Blocks Grant Scheme, the Pyrite Remediation Scheme, and the Interim Remediation Scheme.

The Defective Concrete Blocks Grant Scheme applies to the owners of dwellings located in Donegal, Mayo, Clare, Limerick and Sligo which are damaged due to the use of defective concrete blocks containing excessive amounts of mica or pyrite or such other deleterious materials or combination of deleterious materials as may be prescribed.

The Pyrite Remediation Scheme was set up to remediate dwellings that have been significantly damaged as a result of pyritic heave caused by the swelling of hardcore under ground floor slabs.

The Interim Remediation Scheme funds work to fix emergency fire safety issues in apartments and duplexes that were built between 1991 and 2013.

The cost of increasing the 2025 allocation for the three defects remediation schemes by 50, 100 and 150 per cent is as follows:

50% = €52.5m

100% = €105m

150% = €157.5m

I propose to take Questions Nos. 791 and 810 together.

The Housing First approach to addressing homelessness places direct access to housing first and foremost for vulnerable individuals using homeless services consistently or intermittently over long periods of time, and those unable or resistant to accessing homeless services and who may then become habitual rough sleepers. These individuals often have complex high support needs such as mental or physical health problems, addiction issues or dual diagnosis (the presence of mental ill health and a substance addiction).

Housing for All committed to the further expansion of Housing First. A new National Implementation Plan, which provides for a further 1,319 tenancies covering the period 2022-2026, was published in December 2021. These targets are based on an analysis of need, which involved all key stakeholders and was supported by The Housing Agency. The implementation of the Plan is a joint initiative of my Department, the Department of Health, the Health Service Executive (HSE), the criminal justice sector (the Probation Service and the Irish Prison Service) and Local Authorities, in conjunction with NGO partners.

The Programme for Government, Securing Ireland’s Future, commits to creating 2,000 Housing First tenancies to help eliminate long term homelessness.

Data on the number of Housing First tenancies created are published every three months as part of my Department's Homeless Quarterly Progress Reports. These reports can be accessed on my Department’s website at the following link: www.gov.ie/en/department-of-housing-local-government-and-heritage/collections/homelessness-data/. The Department does not hold data on the breakdown by second-hand acquisition, turnkey and construction.
