Total expenditure from the CAS budget on domestic violence refuges in 2024 was €3,770,611 with the expenditure on such refuges in 2025 estimated to be c€4.5 million. The additional cost of increasing this expenditure by 25%, 50% and 100% would be €1.125 million, €2.25 million and €4.5 million respectively.

Currently there are eighteen priority areas nationally in which domestic violence refuges are in various stages of development, ranging from the Wexford Women’s Refuge which was completed in 2024, to the Kilcross refuge in Sandyford for Dun Laoghaire Rathdown Co. Council which commenced on site earlier this year. A number of other refuges are at early stage engagements with domestic violence service providers and LAs in other priority areas.
